I asked if you knew because I thought it was a test question like the pickup Mustang one :-)
I guess it's used for decoration like some people had dogs with a shaking head on the back of their rear window lol

I think that was just something that started here in the states back in the 60s ir 70.  May even go back further.   If I were to say why it started I bet it was a movie or a joke and it just cought on
