Might be a rare option but in the big picture wouldn't make alot of difference. You would have to verify that it was an original option and not a after market item. I have seen new hood tachs on Ebay a few years ago, remakes of  the Ford tach.

If you want build information on your Mustang, get a Marti report - http://www.martiauto.com/ They cost between $30 and $60 depending on what you get. These reports list the assembly line options, dates and first delivery point. They are available for year4s 1967 and up for Mustangs.
