Not always. When you look at the hp curb from a dyno sheet for most V8's, the pick of the curb is reached at a lower RPM and the curb goes down at the highest RPM.
What Jethat means is that if more air can go threw, more gas can be forced resulting in more horse power compared to a Windsor. I don't know much about the subject but this explanation makes sense to me

Agreed. The more air, the more gas, the more horsepower. But, compression comes into play here too. If the Clevo has say 10:1 compression and the W has 9:1 compression, the Clevo is going to have more horsepower. The big difference is that the Cleveland heads are far superior over the Windsor's. What really makes a Cleveland powerful is to put on aftermarket aluminum heads such as AFR's.

The 4v heads are pretty darn good even now. I've seen drag race guys switch from iron 4v's to aluminum and they were disappointed at the gains. It depends on the heads your starting out with D0AE or D1AE 4v closed chambered heads are hard to beat. Givin all the advances in technology and all the gains to be had from CHI's AFD's and others are not as great as one might think. The weight savings alone is a significant improvement. I would spend dollars in lots of other areas first (and have) rather then switch out a pretty darn good set of heads like the OP has..

I'll go you one even better than that. GT40 heads. Not the GT40P heads because they require a special header, but the GT40 heads aspirate even better than the old Clevo heads.
