I would guess that you are refering to a buck tag.
783 = assembly rotation number, 1 to 999
1306L = ?
64A = coupe standard interior
VYN = Vinyl ?
A2 = ?
AC = airconditionig
PS = power steering
MC = middle console
P1 = ?

The VYN may be for Vinyl Top. Since it's a coupe I'm guessing that it had vinyl.
