will a 64 or 65 comet steering box interchange with my 65 mustang

Yep, it will.  But, you are going to have to go through hell to get the old box out of both cars since there is no rag joint, and the entire steering rod  has to come out with the box.  If I were you, I would just get a new Flaming River steering box and be done with it.  That old box you are trying to replace with another old box may be just as worn out and you will have wasted all that time and energy.
