Tell us what size tires (tyres) and wheels you have on your Mustang.  That may be the problem.  Also tell us what headers are on that 289.  Sometimes the wrong long tubes are tight to fit in that area between the starter and the wheel well.  You may have to make some adjustments.
I can't imagine the tires rubbing on the header.  That would mean you would have to have a tire wide enough to go through the inner fender to reach the header.  Is that really what you are experiencing?  I can't imagine a wheel with the backspace or even spacers to be able to do that.  Are we really speaking English here?

It is impossible to put a 15" tire on  a 17" rim.  Do you mean you have a 17" tire on a 17" rim, or do you mean you have a 15"
tire on a 15" rim?  You should not be experiencing any rubbing with the 15" set-up, but may with the 17".  Go to the Classic section FAQ at the top of the section and find the tire and wheel charts to see if yours fits that car.
