intake question on 351 cleveland

Hi,all does anyone know what are the 2 holes on the top of the heads  near the center of intake manifold are for on the 351 cleveland.As this is the only motor I have ever seen with this.

I have the same bolt holes on my 4V manifold.  Not used!
