Is it OK to shift a C4 manually as long as you are not winding RPM's up very high?

Yeah it's fine, you can shift any automatic manually with no problems as far as i know

Just be careful when you shift up to keep your thumb off the button to ensure you don't accidentally go into Reverse or Park.
