thanks. and i knew the dash needs paint its as dull as the car itself just a different color. whatever idiot painted her last didnt do a very nice job on the clear coat.

I wouldn't clearcoat the dash.  That's a lot of work, and you run the chance of runs, etc.  Just get it down to metal, hit it with primer, then a couple of coats of color.  Like any paint job, the preparation takes the most time, but is the most important step to having a good finish.

im not gonna clear coat the dash. could i maybe do a powder coat?

To powder coat properly, you first need to remove all the existing paint and this is best done by bead blasting. Then you spray the powder coat material on the item (there are a couple of methods) with an electrostatic charge on it and then place the item in an oven for a couple of hours. Can your project handle that?
Just get a rattle can of paint of the right color and do it.

Jim is right.  Powder coating the dash can't be done because you can't take the dash out.

what of my spedometer? when i do id say below 20 mph it i guess you could say vibrate almost like a guitar string. ill take video if need be or least try.

Take the cable out and put some graphite on it.  Grease will just make it worse, but graphite will make it slick and be able to move inside the cable housing really well.

One of the better ways of fixing a "noisy" speedometer cable is to remove the entire assembly from the car, pull the inside cable from the sheath, spray both with brake cleaner (until the sheath runs clear), apply graphite to the inner cable, reassemble and install.
