The 400 has a taller deck to accomodate the longer rods, but the block itself appears to be the same animal.
Personally, I would prefer the 400 because of the longer rods that create more torque.  Torque is where it's at, not horsepower.  You could make a monster out of a 400.

I dunno about that list.. It also has 351c & 351w having the same casting number. I do know for sure DOAE is part of a Cleveland casting number 70-71 Cleavland's used it. Both of my Cleveland blocks are D2AE.

My 400 has the same casting # too. Its the last part that matters.

The 400 block is not the same animal as the Cleveland block beyond the deck height differences.

The crank journal size on a 351/400M is different.  The journals are larger and the rods are longer.  While a 400M can be made to perform well, the M series engines are not as easy to find performance parts for simply because very few people ever bother to build anything other than low RPM torquey truck motors out of them.

Keep in mind that early M engines were made with small block 6 bolt bellhousing patterns.

Measuring deck height, intake width or removing an oil pan and measuring the main journal size are three sure fire methods to know what you have as many of the other parts are common (such as the distributor, heads valvetrain, valve covers and exhaust manifolds.)

if it were a 400 small bell it would be extremely rare. They made very few 351m's are a little more common but still very rare.. a 400 small bell would indeed have collector value.. I've only ever heard of 1 being found..
