What is this little hose with a bolt in it for?

I bought this 1989 GT a week or two ago... can anyone tell me what this little hose with a bolt in it should be hooked up to? I guess it's for a sensor and it probably should be hooked up. I think this car runs a little rich too because you can smell it. I was thinking maybe some sensors that should be hooked up are not. Check out the following pictures.

its part of the pcv system and really should be hooked up

Well that explains why the previous owner didn't hook it up. The edelbrock heads don't seem to have a place for it. How should it be hooked up in this case?

Someone I know said I should get a pcv valve and then cut a hole in the rubber grommet that is on the edelbrock head cover and put it in there and then attach the hose to that. I tried that and it doesn't work because there isn't room in under the rubber grommet. How should this be done?

  That is what you get for modifying the original equipment and not have a plan.   You need to find some way to recirculate the PCV back into the crankcase through the intake manifold.  That is an aftermarket cold air,  and should have never been put on there without thinking the whole thing through.  My suggestion would be to return to the original equipment so that engine will run properly.  If not, then you will be facing damage to the engine in the near future.

the pcv valve is in the rear of the intake on the bottom half, that hose is just part of the overall system.

the pcv aids in removing moisture from crankcase that contains acids etc and helps to increase oil life and cut down on internal corrosion.

Since I got this car only 2 weeks ago or so, whatever modifications they've poorly thought out are what I have to deal with. Anyway there is a grommet available to fit a pcv valve into. I got both, and hooked it up so it should be better now.
