rpms going up

I have a 1991 gt stock every time i push the clucth in  or come to a light at idle the engines revs to about 3000 rpms and holds it until i shift into 4th or 5th gear.what should i do .

That engine needs a good tuneup.  Obviously you have a cable that is sticking.
