New Here..Quick ? (1.7's)

I just installed 1.7 rockers..I tried them with shims and there was play in the pushrod vertically..Now I have installed them w/o the shims and I was wondering if I should be able to turn the pushrod by hand?
Any help is appreciated..Jay

On the up stroke, you should be able to barely turn it  by hand, yes.
