Those look like parking lights as opposed to fog lights or driving lights, that under normal operation do not turn on when the headlights are on. They are also used as turn signal lights and emergency flasher lights. When the car is running, activate the turns signals and emergency flashers and take a look. I think you will find an intermediate position on the headlight switch that will turn on the parking lights.

For some reason you are not getting full power to your headlights.  Check the ground wires from the lamps.  Here is a fix that we old classic guys use to brighten our headlights.  If all else fails, you might try this.  It worked wonders on my 65, and I imagine it will also work on an S195 as well.    Also, here is a picture of your 1995 turn signal and parking light, so it is neither one of those.  They are not a driving or fog light either.  (see third picture of a 1995 driving-fog light)  I have run out of ideas.  Search around the dash and underneath it for a switch you haven't discovered yet I guess.  One last thing.  Is your 95 a Cobra?  Because that is the only Mustang built in 95 with those little round lights up front.  All other mustangs during that year did not have those little round lights. See the pic of a typical 1995 Mustang.

OK, then you gave us a picture of another year model Mustang, because a 95 does not have the round lights as you showed except for the Cobra of the year 1995.  If it is a GT, then the pic I showed you is what you should have.  And, it should work with the turn signals and the emergency lights.  Check all your fuses, then get back.

That model may have come with Halogens, but not sure.  The bulb itself will have "halogen" on it.  If not, then buy halogen bulbs.  However, that 95 model should have very bright headlights, and I fear it is not your bulbs that are the culprit for dim headlights.  I would seriously consider cleaning any and all contacts such as the grounds to make sure you are getting a full charge from the electrical system.

Nah, no tutorial.  Use your brain. Take off the headlight bucket or whatever it takes to expose the head light and figure out what is behind there that needs to be cleaned like the ground wire.

are you headlight lens yellowed? if so buy some new ones off ebay. as for the fog lights not coming on they probably only work when the headlights are on low. i would check my 95 GT, but is actually a GTS and has fog light deletes :P

I have the same problem with my turn signal, I tried to change the bulb but nothing happened. A friend told me that maybe it is the turn signal switch or the wiring inside it. I also need a tutorial on how to remove the lights and check the wiring and also how to check if it is the switch that has problem.
