will adding PI heads, cam, different intake, different throttle body, and under drives make a big noticable difference?  im thinking that it will on my 98. ive read of guys doing that and putting down 289 to the rear wheel with these mods.  i have the heads...just wanna know if the putting down 289 to the rear wheel is true???

Putting on the PI heads will certainly make a difference on that Romeo engine.

289 is very high N/A for the 2v. Not to many N/A 2v's on the street putting down those numbers. In bone stock form the 3v GT's and 4v Mach 1's are hard pressed to make 289. As a matter of fact the only bone stock modular N/A factory ford Mustang I've seen put down 290 to the wheels stock is the 2008 3v Bullitt.

So if what your asking is if you can bolt on the PI setup and make 289 wheel, the answer in short is no. It's going to take quite a bit more work to hit that number.

To hit 290-300 N/A, your going to need full bolt-ons + worked 99+ Heads and some good cams lots of $$$

I agree, but you also need to find the intake manifold with the aluminum coolant cross over.  The PI has better breathing with better ports than the NPI intake.  Plus, you can't bolt a NPI intake onto PI heads.  As for the 289 at the wheels, you would need at least stage 2 heads and cams and a bigger throttle body and intake plenum.  I have a friend that swapped to these heads and cams and is now getting 287 at the wheels.  This is on a PI motor in a 2003 GT.

i have everyting you need and want, one stop shopping, see link, with these parts, pi heads, and a custom tune you will do a little better than 289rwhp.

Dude, I have a 97 Cobra w/ 80,000 + miles, it had a cai (not a JLT coming soon) Chokemasters and had it custom tuned and got 291rwhp, 287tq.
