CAI decision help needed

I have a bone-stock 2008 GT and looking to do my first mod. I have been extensively researching CAI's. I have been looking at FRPP which is advertised as "50 state legal" but I have heard the included module is limited only to the CAI mod. Is my money better spent on flexibility of an SCT or similar tuner and C&L or K&N kit? Do aftermarket CAI's affect emissions, or is that only an issue in CA?
I am not a motorhead by any stretch, but I do know enough to be dangerous ;D Recommendations are appreciated.
